본 연구에서 3개의 지역축제 사례를 통하여 지방자치단체의 지역축제 성공에 미치는 우선순위 결정요인을 파악하였다. 이론적 고찰과 선행연구를 통하여 지역축제의 성공에 미치는 결정요인을 설정하였다. 지역축제는 종합적인 지역의 행사로, 특정한 분야로 한정되어 있지 않기 때문에 양적인 방법만으로 설명하는 것은 한계가 있다. 따라서 질적 및 양적 방법을 활용할 수 있는 계층분석과정방법과 SPSS 및 AMOS프로그램을 이용하여 실증분석을 하였다. 연구대상 사례로 함평나비축제와 담양대나무축제, 영암왕인문화축제를 선정하여 지역축제간의 가중치와 우선순위 차이를 비교분석하였다. 3개의 지역축제 분석결과를 요약하면 영암왕인문화축제에서 공무원과 방문객은 경제적 요인의 가중치가 가장 높게 나타났고, 담양대나무축제의 경우 공무원은 경제적 요인이 중요시 되었고, 방문객은 환경적 요인이 중요시 되었다. 함평나비축제의 경우 공무원은 경제적 요인, 방문객은 지역균형적 요인이 축제성공의 결정요인으로 나타났다. 지방자치단체별 지역축제 성공에 미치는 결정요인은 축제의 성격과 지역의 특성에 따라 다르다는 것을 알 수 있다. 지방자치단체의 지역축제 성공에 미치는 결정요인에 따른 몇 가지 구체적인 정책적 시사점을 대안으로 제시하였다.

This study focuses on the research purposes to present the theoretical implications and political suggestions through the examination of the priority by analyzing the successful factors of the three local festivals. An author comprehensively reviewed the previous studies on the local festivals, and then examined the successful factors of the local festivals. These previous studies were applied to the factors of local festivals of the theory of Analytic Hierarchy Process (AHP) by Saaty. The followings was derived from three local festivals; Yeongam Wangin festival, Damyang Bamboo festival, Hampyeong Butterfly festivals. First, the successful factors of the festival were identified directly by economic, local balanced, environmental and social-culture factor. Above all, this festival was strongly affected by economic factors. Second, the results of the research showed significant difference between public officers and visitors. Public officers perceived the participation of the local residents as the most important factor of the festival. On the other hand, visitors recognized the traffic conditions and industrialization. Third, this research showed that the successful factors of festivals were the originality of the festival themes, the convenience of the facilities, the personal experience of the programs, the variety of programs and the contribution to the local economy. The analytic results of this study presented the theoretical implications and political suggestions of local festivals.
